Hills and Rivers Local Council of the Covenant of the Goddess serves the regional Wiccan and Witchcraft community and is committed to the interests of all Witches in Pennsylvania, West Virginia, and Western New York.

We affirm to give back to the community through service, build bridges upon the common foundations we all share, and believing that harmony and balance comes from acceptance and respect for all religious paths.
